Meet the Team

The Office for University Equity and Compliance (OUEC) is responsible for investigating and resolving reports of discrimination, sexual violence, and retaliation at Northeastern. The Assistant Vice President for University Equity and Compliance and Title IX Coordinator coordinates the university’s response to all of these concerns.

Mark Jannoni (he/him)

Assistant Vice President for University Equity and Compliance and Title IX Coordinator

Mark joined Northeastern University in January 2016. His primary role is to oversee the Office for University Equity and Compliance, which is responsible for keeping the university within compliance of federal law, coordinating the investigation and resolution of all reports of discrimination and spearheading prevention, training and education initiatives across the university. Mark has over 24 years of higher education experience and has overseen all facets of Student Affairs, including Residence Life, Student Conduct, Health and Counseling Services, New Student and Family Programs and Student Engagement.

Liz Weber (she/her)

Deputy Title IX and Equal Opportunity Coordinator and Investigator

Elizabeth (Liz) Weber brings a breadth of investigative experience to our team. Liz worked with the Massachusetts Commission Against Discrimination (MCAD) for ten years where she investigated thousands of claims of discrimination and supervised a unit of investigators doing the same.  During her tenure, Liz received acknowledgement by the former Chair(wo)man of the Commission, Jamie Williamson and Governor Deval Patrick for her outstanding years of service to the Commonwealth. In 2016, Liz accepted a job at Keolis Commuter Services, Boston where she worked as the Director of Diversity, Inclusion, Title VI & ADA. In this role, she investigated, and remedied reports of discrimination, managed the reasonable accommodation process for all Keolis employees, conducted ADA, Title VI, Title VII and Conflict Resolution training and led the first of its kind – D&I Committee.

In her role at Northeastern, Liz is responsible for investigating all reports of discrimination prohibited by law and university policy, including sex and gender-based discrimination (sexual assault, sexual harassment, sexual exploitation, stalking, relationship violence), discrimination based on a protected category and employment discrimination.

Brigid Hart-Molloy (she/her)

Deputy Title IX and Equal Opportunity Coordinator for the Global University System

In her role, Brigid serves as the point of contact for Northeastern’s Global University System for all things related to discrimination and sexual violence. Brigid has served in various roles at Northeastern University and in OUEC, including investigator, and Deputy Title IX & Equal Opportunity Coordinator for Boston. Brigid’s support of the Global System includes: facilitating trainings, creating educational materials for various campus stakeholders, consulting on matters related to discrimination and sexual violence, and responding to any disclosures and/or allegations of discrimination or sexual violence.

Diana Fitzgerald (she/her)

Investigator and Training Coordinator

Diana joined the Office for University Equity and Compliance at Northeastern University in October 2016. She began her professional career with the US Department of Education’s Office for Civil Rights in 2011. During her time with the Office for Civil Rights, she investigated reports of discrimination on the bases of disability, sex, gender, race, color, and national origin, in addition to providing technical assistance on federal civil rights laws, including Title IX. In her role as Investigator at the university, Diana is responsible for investigating all reports of discrimination prohibited by law and university policy, including sex and gender-based discrimination (sexual assault, sexual harassment, sexual exploitation, stalking, relationship violence), discrimination based on a protected category, and employment discrimination.

Janet Cha (she/her)

Investigator

Janet joined the Office for University Equity and Compliance at Northeastern University in 2020.  She spent most of career at the Massachusetts Commission Against Discrimination, where she investigated reports of discrimination in employment, housing, and public accommodation.  She has also investigated discrimination reports at Keolis Commuter Services, an international commuter rail company and has served as an AmeriCorps attorney at a non-profit organization.  In the Office for University Equity and Compliance, Janet is responsible for investigating reports of discrimination prohibited by law and university policy, including sex and gender-based discrimination (sexual assault, sexual harassment, sexual exploitation, stalking, relationship violence), discrimination based on a protected category, and employment discrimination.

Amy Quail (she/her)

Investigator

Amy joined the Office for University Equity and Compliance in October 2023. Prior to joining the team at Northeastern University, Amy worked as an Equal Opportunity Specialist at Iowa State University investigating discrimination and harassment reports and Title IX sexual misconduct reports. In addition, Amy worked as a Civil Rights Specialist for the Iowa Civil Rights Commission analyzing discrimination reports in employment, education, housing, and public accommodations. In her role as Investigator at the university, Amy is responsible for investigating all reports of discrimination prohibited by law and university policy, including sex and gender-based discrimination (sexual assault, sexual harassment, sexual exploitation, stalking, relationship violence), discrimination based on a protected category and employment discrimination.
